Feb 2010 @DFID_UK Country report #Yemen – “Effective reform would threaten the elite”

The Government of Yemen’s mid-term review of its 2006– 2010 Development Plan for Poverty Reduction (DPPR) reveals a failure to reach the set development goals. Although the Ministry of Planning and International Cooperation (MOPIC) is charged with disbursing foreign aid, obstacles lie at a much higher level. Effective reform would threaten elite corruption and dismantle patronage networks. MOPIC has little or no leverage in these areas
